Serving West Carson

Hardwood and engineered floors for West Carson manufactured homes, planned around an owned house on a rented park space.

Carson Wood Flooring has done wood-flooring in West Carson for more than 20 years, and a real share of that work happens inside manufactured homes. That changes the job more than most owners expect. The house is yours, but the ground under it, the driveway our truck parks on and the rules about who can work on the lot usually belong to somebody else.

We plan a manufactured-home floor around that split. Before we price anything, we open a small section of the existing floor, look at the decking and the framing under it, and take moisture readings, so the number reflects what is actually there rather than what we hope to find. New material then sits in the rooms it will live in, with its moisture content logged when it arrives and again before it goes down.

What follows is what a hardwood or engineered floor can and cannot assume when the house is owned, the space is rented and a county ordinance sits over the rent. If your home is site-built, most of this will not apply to you.

Owning the Home, Renting the Space

How common the arrangement is here

This is not a niche situation in West Carson. Census figures from the American Community Survey (2024 five-year estimates) count 1,286 mobile homes among 8,623 housing units, or 14.9 percent, which works out to about one home in seven. Of the households living in them, 774 own the home and 400 rent it. So the typical case is an owner who holds title to the structure while paying space rent to a park.

That split decides who we talk to. Your floor is your property and your decision. Getting a crew, tools and a load of flooring onto the lot, and hauling the old carpet back off it, happens on the park’s ground and under the park’s rules.

What the county ordinance covers

West Carson is unincorporated Los Angeles County, not part of the city of Carson next door across the Harbor Freeway, so the city’s own mobilehome rent ordinance does not reach it. Here the rule is Los Angeles County Code Chapter 8.57, the Mobilehome Rent Stabilization and Mobilehome Owner Protections Ordinance, administered by the Department of Consumer and Business Affairs (DCBA). The county’s notice of owner rights says it regulates rent increases for certain mobilehome spaces in unincorporated Los Angeles County, with annual space-rent increases limited to 75 percent of the change in the Consumer Price Index or 3 percent, whichever is greater, and never more than 8 percent.

One provision does touch the word “work.” A park owner may pass through up to 50 percent of certain costs for work performed on the park’s property, but only after an application is submitted to DCBA and approved.

What it does not settle

That pass-through concerns work the park does on park property. A floor you hire us to put inside your own home is a different thing, paid by you. The owner-rights notice we have read says nothing about interior flooring, so we do not treat the ordinance as the rulebook for your job. For access, hours and contractor requirements, the documents that matter are your park’s rules and your rental agreement.

Floor Weight, Height and Doors in a Manufactured Home

What the framing will carry

A manufactured home is built lighter than a site-built house, and a floor is one of the heaviest finishes you can add to it. We check the floor joists and the decking before recommending a product, because the answer changes the product. Soft spots around a water heater, a bathroom or the front door are common, and water-swollen decking has to be cut out and replaced before anything goes over it. Where a joist has sagged or cracked, joist sistering comes first.

We do not assume what the decking is made of. We open it and look, and the installation method follows from what we find: a floating installation where the decking will not hold fasteners well, glue-down where a clean, flat surface allows it, and nail-down only where there is something solid enough to receive a cleat nail or flooring staple.

Height and the doors

Every layer adds thickness. Plywood underlayment plus a finish floor can lift the surface enough that an interior door drags, the exterior door stops clearing, or a floor register sits below the new surface. We measure those clearances during the estimate, not on install day. Doors get trimmed, registers get raised to meet the new floor, and each change in height gets a reducer strip or T-molding so nobody catches a toe between rooms.

Picking the product

For most manufactured homes we steer toward engineered flooring. It weighs less than solid hardwood, it floats well, and a good wear layer still allows a future sanding. We look at the Janka hardness rating when a household has dogs, and we check that the engineered core is CARB Phase 2 compliant for formaldehyde, since a small, tight home has less air to dilute whatever the product releases. Solid red oak or white oak can work where the framing and decking earn it.

Asking the Park Before the Floor Goes Down

The questions for the office

Every park writes its own rules, so we ask you to call the office before we schedule. The questions that usually matter: which hours a contractor may work, where a work truck and a trailer can sit, whether saws may run outside the home, and where old carpet, pad and underlayment go. Some parks want a contractor’s insurance certificate on file first. Getting those answers ahead of time is what keeps the first morning from being spent arguing at the gate.

The parks along Normandie Avenue

Much of West Carson carries a Torrance 90502 mailing address, and several long-standing parks sit on Normandie Avenue. Normandie Trailer Park dates to 1954 and has 54 lots. Torrance Gardens Mobile Home Park, an age-restricted 55-plus park, was built in 1959 with 63 sites. Golden State Mobile Lodge followed in 1962 with 53 sites.

Parks that old have usually seen several generations of homes, so the home on a given space may be much newer than the park, or not. We go by the home’s own history, not the park’s opening date.

Sign-off and safe work practices

Whether a particular alteration to a manufactured home needs sign-off from any agency is a question we confirm for the specific job before work is scheduled, rather than answering it in general. For a site-built house in West Carson, the county’s local field office is the Lomita Building and Safety Office at 24320 S. Narbonne Ave.

A home built before 1978 gets lead-safe work practices under the EPA Renovation, Repair and Painting rule. If we lift carpet and find old 9x9 tile or black mastic, we stop and treat it as a possible asbestos question before anything is scraped. In a home this compact, dust containment matters more, and you get a written cure schedule telling you when each room can be walked on and furnished.

When the Mobile Home Is a Rental

The owner becomes a landlord

Those 400 renter households are a reminder that plenty of West Carson mobile homes are owned by one person and lived in by another. Under the county’s Rent Stabilization and Tenant Protections Ordinance, Chapter 8.52, also administered by DCBA, mobilehomes offered for rent by the mobilehome owner count as fully covered rental units, regardless of the date on the certificate of occupancy or equivalent permit. For July 1, 2026 through June 30, 2027, the county lists the general allowable increase for covered units at 1.919 percent.

So an owner who rents out a home in a park is paying space rent under one county ordinance and collecting home rent under another. A floor job for that owner is usually timed between tenants and bought with durability in mind.

Paperwork a move-out can use

California deposit law, Civil Code 1950.5, expects deductions to be itemized. We write estimates and invoices that separate damage from ordinary wear: pet urine stains cut out with a board replacement or weave-in repair, a gouged doorway section, peeling polyurethane in a hallway. Each line stands on its own, so a landlord can hand the tenant a document that matches the work.

Finishes that hold up between tenants

For rentals we usually recommend a waterborne polyurethane in a satin or matte sheen, which hides scuffs and is easy to renew. Every finish we apply meets the 275 g/L wood-coating VOC limit under South Coast AQMD Rule 1113. When a floor is worn but sound, a screen and recoat between tenants costs far less than a full sanding and gets the home back on the market faster.

If you own a manufactured home in West Carson, whether you live in it or rent it out, call Carson Wood Flooring. We will look under the floor you have, measure the doors, and tell you what the job needs before you talk to the park.
